Why Nigeria is Qualified for UN Security Council Seat - Abdulsalami

Frank Kintum
Lagos

Former Head of State, Gen. Abdulsalami Abubakar has said Nigeria is eminently qualified to occupy a permanent seat in the United Nations Security Council.

He said in Lagos weekend during the sensitisation dinner organised by the Business Support Group (BSG) to support the Presidential committee on United Nations Reforms, that Nigeria has the highest concentration of black people anywhere in the world.

Abubakar, who is the chairman of the Presidential committee also said "Nigeria played a leading role in the merger of Casablanca and Monrovia groups which paved way for formation of the OAU in 1963 and its successor organisation, the AU in 2002.

"Nigeria is Africa's most prominent and consistent defender of African liberation. It contributed human and material resources in the liberation of many countries in Southern Africa earning her the membership of the Front-line states"

The former Head of State also observed that Nigeria ranks best in Africa in peace keeping and peace observing operations, and only second to India world wide.

According to him, Nigeria has participated in 29 UN peace keeping missions, even as it has a track record in regional, sub-regional and bilateral peace keeping and other assistance programmes.

Abubakar added that the country's support for Africa's development "through the Nigeria Fund at the ADB and the Technical Aid Corps Programme to Africa and the Caribbean countries are also well known".

The retired General argued that Nigeria is already a well known player in the international circles, as it belongs to numerous international organisations like the G77, Commonwealth, OPEC etc.

He stressed his committee's belief that it is "leaving no stone unturned, that Nigeria deserves and should be given a permanent seat at the Security Council to represent Africa".

Nigeria, he said, supports and backs the efforts of the Secretary General of the UN in the reforms because of the changed configuration of power at the international level after the cold war and the need to realign the exercise of power, among other factors.

Abubakar revealed that "President Olusegun Obasajo in his capacity as chairperson of the Africa Union is consulting with his brother colleagues to ensure that the AU Summit in Libya on July 4 focuses on the choice of the two African candidates for permanent seats".

The High Level Panel appointed by the Secretary General of UN, Abubakar said, has recommended two models for distribution of seats among the regional groups in an enlarged UNSC.

Model A provides for six new permanent seats without veto powers and three new two-year term non-permanent seats among regional groups.

While Model B provides for no new category of 8 four year renewable-term seats and 11 new two-year non-renewable permanent seats divided among the regional groups.

Chairman of the BSG, Mr. Pascal Dozie stated that a key responsibility of the Presidential committee "is to, among other things get Nigerians interested and involved one way or the other in the proposed reforms" of the UN.

He explained that because of the key position of the private sector in Nigeria, "it was thought fit to begin this sensitisation process with the private sector".

Other than the minister of Imformation, Chief Chuwkuemeka Chikelu, who attended the event, key members present were Governors Bukar Abba Ibrahim of Yobe, Olagunsoye Oyinlola of Osun and Deputy Governor of Nassarawa, Labaran Maku, as well as Deputy chairman of the committee, Chief Emeka Anyaoku.

Laughing
